Rental Lot Only Loads Walls

I built a rental lot on Sapphire Shores in Sulani (50 x 50) and whenever I have my sim rent the lot, it loads empty (only the walls remain but every item is missing).

I then used the bb.enablefreebuild cheat to place the lot back from my gallery and upon leaving the lot and returning, the same issue occurs.

Does anyone know why this is happening? This is the only lot where I’m facing this issue.
