Good news is, I got my stuff back~ after I repaired the game through Origin, I was able to re-enable mods. I still had to replace the borked saves folder with my old one though.
(to the person who asked: I still had a saves folder, it was just empty. So I don't know if the whole folder or just the contents got deleted.)
