Any chance you already fed one to that particular rodent and forgot about it? If you've already fed them one of the treats, the interaction to feed them that treat will stop appearing on that rodent.
You could relatively simply test this out by purchasing a different rodent cage and seeing if you're allowed to feed that one a treat.
