I think the bare bones HQ is because the console games have an item limit (please correct me if I'm wrong) so in order to accommodate this the PC versions are the same. The last pack I knew which did have detailed lot builds was Cats and Dogs.
I'm disappointed with the reuse of animations. The developers say this is because of time and resource....but then I ask why not put extra resource.
These sorts of compromise and limitations has just led to a lacklustre pack which had tons of potential!
