Probably but what earthly reason would you want more than all 10 and maybe a cat/dog? They all do the same thing
Story, mostly. In Harry's case, he actually has two elemental associates who live in skulls. Bob and... I don't know if the other counts as a spoiler or not... Anyway, so even though he can only get help from one at a time mechanically, for story reasons he should have both.
