Sims 4 is rated T for Teen, and that rating specifically includes "simulated gambling." So while no, gambling is not a great thing to promote in reality, it would be fake in-game gambling and I would hope the Sims team would add in details that let it be known that gambling may make a Sim's life become not good very quickly. I haven't played it in years but I think The Urbz (EA Sims game from 2004) was rated Teen, and that had a lot of gambling in it. You never got rich from it, and could be caught by the police for gambling in public.
