That's the game autonomy working, as usual making no sense in its actions, but even an unflirty sim feels those urges like everyone else to express themselves at some point. What i often don't like about the unflirty trait is that the restrictions don't come away inside the home lot when around immediate family in the household, meaning that your sims partner who they have been with for a long time is always the one making moves or the children are always seeking a hug and getting none in return.
Unflirty works on the idea of "public" displays of affection, but behind closed doors with the family it is a "private" display of affection and the unflirty trait should not apply under those circumstances.
