This is more of a two part question: 1. I saw somewhere I can make a dorm all the same gender. I want to an all male dorm. I would assume to assign this before moving my sim into that dorm so...

1. Yes, you can change the settings of any University Housing (aka dorm) as long as no one lives in them (or with the build cheat if there's already a household there) to only have Sims of a specific gender there.
2. Yes, you're in control of who has which bed assigned. The spawned Sims claim beds, I think, but you can change it at will, whenever during gameplay.
