As an English gamer i kind of have to agree with you. I expect the worlds to be american in nature when im playing an american game and i don't feel sore about it. It is nice to see other cultures represented in other packs but that feels like a specific travel feature to me, for me the heart of the game will always be that the sims world is in its very essence based in america.
