For me a world with 3 neighbourgoods and 14 lots is a bare minimum to be satisfied - 5 residential + 5 residential + 4 commercial but the golden standard should be 21 (5 cheap residential + 5 medium residential + 4 higher class residential + 2 exclusive residential + 5 commercial). I personally dream about 30+ world but this is impossible.
And two or three residential should be adjacent! I hate playable lots scattered around the corners in a neighbourhood. If you and your friends live at opposite ends of the town, how dare you say that you are neighbours！
