I have not have issues with debug items in general, but with some craftables/collection items.
Like with few furniture made with woodwork bench. (my sim did not made them, I took them from debug catalog), saved lot with TOTALLY empty mods-folder.. got CC wrench.
but I admit, it was some time ago.
