That's the sidewalk actually. (With white paint texture on it).
You can see it in the tweet I posted at the first page. (with Sims building the snowman)
But in the screenshot you mentioned you can clearly see the different colours between the snow and the pavement, in this screenshot it appears to be one colour though - white
