I couldn't really tell from this picture so I watched the trailer again and indeed, the windows seem more blurry in winter! Look at the difference on the window in the background between 0:11(winter) and 0:12 (fall).
As for SimsVip's picture however I think rudy8292 is right, it does look like the sidewalk, with a very slightly different lightning maybe.
