A fetus will do it while in the uterus, babies, toddlers and small children do it for comfort. It's not until puberty hormones kick in that it's done for point of release, and relaxation, and defusing wild emotions.
Sims would do it under covers, in wardrobes, or in any other place they already woohoo with others. Teens can already 'mess around' with others, so why not 'mess around' on their own? It's just a normal part of life, as appropriate as woohooing with others is.
