I think they stopped test playing before City Living, knowing how they completely failed to notice the Double Festival bug, which was kind of hard to to notice if you actually play thru City Living for one (game) year.
Seriously, so many completely imbalanced things and outright game bugs are introduced (and then never fixed) in every pack that I can honestly say no, they do not playtest.
The Sims 4 dev team delivers a game that is about as bug free as a Bethesda game. And in case anyone wonders, that's an insult.
