Should base game bundle early packs into it for all players to own now?

It will be seven years the sims 4 was released this september and if continue development is truly planned for two more years, I wonder if the base game should start combining or bundling early game p...

Both. And let's not forget that if they want TS4 to still run on lower end laptops patching all of that would ruin the game for a lot of people.
