There is a soft lock, existing mermaids will behave like normal sims at all time, unless you unlock them by any of those means:
-you have a playable mermaid, either create one in CAS or have your sim eat kelp
-you get high enough friendship with a townie mermaid and ask them the truth about their nature
-you blow a conch around one and ask what is up with them
-you make a townie mermaid playable by adding them to your family even without knowing the truth
If you want to know who the mermaids are to avoid them altogether, have the suspected sims nearby and check if you can snorkel with them, if they're not available for the activity, they're half fish.
