I just started building a house, just a two story house, and the camera is always too high or too low. I cannot, no matter how little I try to make the movement, get it to focus where I want it. It is so frustrating.

It's possible to build useable, multi-unit highrises even in TS2. It takes cheats though.
I built a couple houses that were only a level or two higher than the normal limit, and I downloaded some of the skyskrapers built with the cheats. The game simply wasn't built for it and the camera movements were awful. Almost scary. I deleted them and decided it was best to stay within the limits.
I don't know how the programming is done, but I assume there simply has to be some sort of "reasonable" parameters beyond which it just can't render properly, and it's probably not very conducive to extra tall buildings.
