I'm of two minds about "stealing" on both the old Exchange and on the Gallery.
On one hand, EA's TOS states that everything made using their game is theirs so a person can't "own" their creations.
On the other hand, I don't think rules should trump morals. Stealing is stealing and it's a jerk-move to re-up someone's creations with no tweaks whatsoever and claim it as your own. It's an EA sanctioned jerk-move but still, a jerk-move.
