I always upload something I want to use again and I don't give it a thought. Why do I upload? Heh, it's not like I'm a popular creator or anything, so it's not to share creations. I like cloud storage. It's just that simple. And since I am constantly downloading and bulldozing, I probably have some stuff up that I created that someone else is getting credit for. /shrug.
And this is the problem. I used the Sims 3 exchange the same way, and I always cringed when people downloaded my stuff because that's not why it's there. I wish there was a way we could use the gallery as cloud storage without sharing the creations we have uploaded.
