I do this. I'm always planning ahead for relationships. My aging settings are on long lifespan with aging on for only the active household so all of my played households do not age.
Usually I have them become best friends as children and then allow (read: force) them to get closer and become romantically involved as teens, then age them up at the same time into young adults. Usually I make the partner have the 'Soulmate' aspiration, justifying the want for me to have them be best friends. When one of my sims was a baby, I made her a future partner. He was a child when she was a baby, toddler and child, but he did not age as long as I was not playing him and their relationship now is absolutely perfect.
I am usually using the good friends first and then lovers cliché, and have a club for all of the neighbourhood kids. I also have a teen equivalent for if they age up but did not get close enough while they were still children.
