Thank you @ReclusiveEagle for your help. I've never figured it out in Sims 3 that there was an Edit Town. When I first played Sims 3 back in 2011 my main concerned was to save my play before it freezed up. Then when I got back into playing the Windows 10 upgrade of Sims 3 I just played it like before but without being concerned about the freezing.
