Sims 4 Island Paradise: Expansion or Game Pack?

I say release Island Paradise as an Ep and an Arctic Location as a Gamepack.

I love the idea of destination based GPs like an Arctic location now that we have snow, an african/australian safari location with wildlife, an island location with beach activities.
