Sims 4 Seasons: Adding thermostat to every building?

So hey this is my first time playing through the sims 4 with the seasons expansion added on. Winter is literaly around the corner, its day 22 of fall and my sims experienced their first freezing day. ...

I've done that before but I kind of gave up. Because I think my current Sim is the only one who uses it and one time my Sim went into a building that had one I put in there and it was boiling because no one had turned it down. So now I'm not sure if I want to add them now or not.
