I think that would be interesting but I am desperate to have an open world system like we had in 3. I actually just started playing with it again and I forgot how much more immersive it was. I could even see if they went in your direction how each district would be open world but the others would have to load. I just want to be able to visit neighbors and other buildings without having a loading screen for everywhere I go.
