To all saying that it's from Get Famous, nope! It's education career.
I have got a similar chance card from administrator career. It had no picture (like Get Famous careers have). I chose an option and my sim didn't gain any fame. He just got fired. The chance card was about giving scholarships to rich youth or something like that. I chose to give them it and the notification said that they were bad students and as a result my sim got fired (there was nothing said about fame).
Plus I haven't encountered any Get Famous chance in post-Get Famous careers (military, conservation etc).
