They are hoping for a bite out of the Steam audience. EA originally used Steam, wanted a bigger cut of the revenue and more control so they divorced Steam and mandated Origin, then came back to appeal to their large audience (but still requiring Origin).
There are plenty of people that will not touch something if it is not on Steam, and honestly the only reason I have Origin is the Sims. Granted for a long time I resisted the digital distribution train in general. So, yeah, it is there to make money. Nothing more, nothing less.
