Well I can't be entirely sure what your exact situation is but maybe I can help.
Preventative shots do not count as "treatments", so they wont be under the treatment tab. They should be in the social menu when you have a patient on an exam table (along with testing, dismiss patient, end exam, ect). They are only available after checkups.
If its not there then its probably a bug, best bet is to repair the game and delete the cache. Really your only options unless you can code a fix and make it a mod.
