EA's reputation is okay right now, and Cottage Living seems to be doing well overall, so there's no reputational incentive for them to change. Dialing back to updating the game once a year would hurt their reputation anyway... Unfortunately, I think your way of approaching the game just isn't popular or financially helpful. But if you're still interested in Sims 4, just try one new pack or just play the game vanilla to see how you like the updates. It might take a few days to get used to, but if you're curious just start simply and try. You can always go back to Sims 2 or 3.
I know that EA's reputation isn't great, but two other huge gaming studios are currently being sued by the government, and being titled the worst company in the US twice during the 2010s hasn't seriously EA affected and they've improved from that, so I don't think they have any incentive to be overly concerned about their reputation now.
