Spooky Stuff costumes unavailable for Spooky Day holiday?

Being the huge halloweenie that I am, I made a spooky day holiday in the calendar. However, after clicking on my sim and selecting "wear costume" the spooky stuff costumes aren't listed as options. Is...

It's especially weird because the trick-or-treaters do show up in Spooky Day costumes if you have the pack.
