Just curious, aside from not wanting rain to break appliances, was there any other reason you didn't want Seasons?
When I start a rags to riches play, the weather complicates EVERYTHING. When I start with a housed character, I marvel at how easy it is to navigate weather. Skipping seasons feels like the a great big HUGE cheat.

I would skip Seasons. As you said, the rain breaks the devices and even the neon lights and it ruined gardening for me.
It's such a hassle to change the plants with the seasons and pay attention what to plant when.
Each of my sims had a garden before Seasons but now: none -.-
I am curious to see how much MORE that I can do WITHOUT Seasons. It feels so cheaty! LOL
There were so many things that I never had time to try, or tried and abandoned because I was prioritizing something else.
I owned Laundry Day and only used the Build Buy, because the last thing I needed to do was wash laundry too while I was running around and repairing everything that a Werewolf broke and satisfy all the tasks required for each holiday. I am curious what it is like to play with less. I have been watching this series to help me decide which packs would make a nice combination. This is a newer series and the streamer includes a section on cross-pack compatibility. Laundry Day is on sale, and I never did any of the things I see in this video before I deleted the washers and figured I would never have time to handwash anything. I think I want to handwash some clothes with a flower scent from flowers that I grew.

No seasons makes a bit of a utopia.

Just pointing out that you might want Snowy Escape for the snowy weather and some related activities since you don’t have Seasons. Also, having onsen lots would be nice since you don’t have Spa Day. And it has nice furniture for when your sim starts making good money and moving up.
I think this will be the first EP that I buy. I think it compliments what I have and adds what I am most lacking. I fell in love with the Mt Komorebi when I tried the Globetrotter challenge.

My first thought when seeing Rags to Riches was Eco Lifestyle for the dumpster diving and the skills, but it has a very urban/industrial feel that might not fit as nicely with the fancy rural vibe you seem to be going for with Tartosa and the cooking stuff.
If you want to focus on that, I think Cottage Living (and Horse Ranch , I think Jungle Adventures has some amazing BB assets that work nicely with Tartosa, and vacationing in that world and doing the archeology stuff can make for a nice change of pace once your sim has a little more money (and still be potentially profitable), and the recipes you can learn in that world seem like fun things to sell on the Home Chef Hustle table. Then, if you have a little money left for smaller packs only (on sale), Romantic Garden gives some nice plants and outdoors furniture to decorate your island in Tartosa (plus a radio station and the wishing well).
You think a lot like I do. I used Eco lifestyle so much when I could used cheats to gain access to debug. Without debug, it drops lower on my list. Jungle adventures is cheaper than an EP. If I did not already have the selling table from Chef Hustle, this would be at the very top of my list. Now it is a few down, but still near the top.
What I want most from Cottage Living and Horse Ranch is the nectar making. There are so many nice things in both, but not things that I want more than other things. Except the nectar making. Romantic gardening is beautiful!
