I remember SimGuruGrant saying they weren't planning to add Story Progression, but they were planning on adding something way better... But it was so long ago, that I think they just scrapped the idea totally.
Anyway, since you mentioned mods, the best for SP is Deaderpool's MCCC. It's not as detailed as the Story Progression mod from Sims 3 Nraas, but it does a good job at it.
