Answer with spoilers:SpoilerThere are a couple of perks that slightly help on the way to solving the story but only if you are on level 5 or more of the career and everything is totally achievable without it. There are military NPCs that you need to interact with to get further into solving the mystery but it is nothing related to the actual "playable" career
