im not finding any option to recuit sims and im not finding any info on what is needed to do so any help will do

So you can't play the Military career without solving the mystery? That can't be right. I didn't get this far in the career to know how this task works, but I thought all Sims could play the career without touching the town mystery.
Sorry I guess I misunderstood your question, I thought you were asking about recruiting sims to solve the mystery.
