You have to talk to a contact and get a uniform, which will be a package in your inventory. If you mouse over that bit of the mission that says to get a uniform it will tell you who to talk to. I think it was a contact in the cantina who had a special symbol on their head. If I'm recalling that incorrectly it will be an NPC with 'contact' in the title above their head.

No mention of the Cantina or a Contact. I've been to the Cantina and didn't see anyone there who would seem to fit. Maybe I missed them though and will go back and hang out for a bit and see if one shows up. Thanks!
