The usability of an object and how long it stays interesting is a very subjective feeling. For me it doesn't correlate directly with the DLC type. I have some items I always tend to gravitate too in all levels of DLC. For stuff packs for example I often use the furniture in tiny living and the decor items in cool kitchen. I regularly use the dresses in romantic garden stuff and the toddler outfits in toddler stuff. I wouldn't want to miss those stuff packs. However the clutter in the clutter kit and the curtains in the desert lux kit are also on the list of items I will continue to use regularly. Which items or DLC we think is worthwhile in the long run is very personal. There is no right or wrong opinion about what items are the best.
The way I see it the reason why the quality of kits is good is not the smaller size and selection but the gradual increase in experience in making those objects. The items added in all DLC and updates have increased in quality over the years. DLC released in the last two or three years all have better looking items than DLC from let's say 2015, especially CAS has improved.
