Suddenly can't create the vaccine

I need one more to recruit friends and challenge the source of the infection. I have 28 spores and the game keeps telling me I don't have the 5 required to create one vaccine.
I tried leaving the lot and going back, and also getting new spores, but it didn't work.
Did anybody have this problem? were you able to solve it and how?
