As for the alien townies...they have a slight glow of the color of their mood if I'm not mistaken. If I'm wrong about that, someone please correct me, I wont be bothered.
The only times I've noticed the glow is when an alien is VERY focused, VERY happy, etc., or when my scientist used the satellite dish to detect aliens.
I have several known aliens in my save and have only noticed it in those instances.
