It will affect script mods: mods that have a .ts4script extension. It will not affect mods that are nonscript (only a .package file) or CC. Of course, it's possible that something else in the update will affect some nonscript mods or CC, as in any usual update.

If I had to guess, probably not. CC doesn't involve any Python scripting, unless maybe it's an object with non-standard functionality
