At first I was like, okay, maybe they only give the cold tag to clothes that look like you can wear them in a blizzard, which most of the depicted outfits don't. But even with that in mind, I've come across some jackets and other tops where I couldn't understand why they weren't included. I usually give my sims at least two cold outfits, one for going outside in winter, one for when it's chilly at home, so removing the cold tag is usually one of the first things I do when I create the cold home outfit.

I've never even seen that outfit. Can you tell me which expansion it's from?
Yes. Anything you put on them in the cold weather category will keep them warm, whereas anything you put on them in any other category won't, so you can technically wear jackets and scarves in summer and a bikini in winter if you so desire.
