It's a functional rabbithole (confirmed woohoo location according to a guru, I believe).
I would assume sims can also ride it. Surely EA wouldn't make the ferris wheel just a woohoo location.
Rabbit hole ride I guess. Hopefully we will get sim amusement parks some day where we can watch our sims ride them,
If we could only get a carousel. That wouldn't be a rabbithole.
