The Get to Know option

I'm trying to make a best friend for my sim, so of course my sim should know all three of the other sim's traits, but after learning two traits the "get to know" option doesn't show up anymore. Why does this option disappear from the menu after chosen only once or twice? Heck, it's always there when I click on his dog, which he knew entirely within a matter of seconds.

Also, my sim has the observant reward trait, so it's strange that he's having issues learning about one sim, but with another, he can learn all three traits immediately after introducing himself without having to even choose the "get to know" interaction. With sims I actually want him to build a close friendship with, he can't get past the first two traits.

Same happens with "ask about career". He'll learn all three traits automatically on a random sim, but when I want him to ask about career, it isn't even in the menu, no matter how many times I tried. I've experienced this for a while now with several of my played sims. What's up with this? Is it a bug? These are the only two interactions that tend to disappear from the social menu and it's driving me nuts.
