My Sims find them all the time. One time one Sim had 3 in their inventory after a round of diving for deals at a full dumpster. I sell them because I don't want my sims to have bikes. I find them annoying. They ride into small rooms and get stuck. It's just easier and quicker to say jog here. Anyway just keep diving for deals and your Sim will get one sooner or later. I don't think old traits play a part into what they find but my active Sim seems to find more bikes. Could be be completely unrelated.
