Rotational play works the way it did in Sims 2. Aging on the active lot, no aging or story progression otherwise. The world moves at the pace I want it to. I have five times as many hours in 4 as I did in 3 (although still nowhere near as many as I doubtless did in 2!) The open-world concept just didn't work for me.
