Here's a heretical idea. Sims 2 style worlds - vast expanses of plain old terra firma with a road network. A lot bin with many different sizes and configurations of empty lots to build upon. Another bin full of landscaping and decoration items. Nice and simple, no fake backdrops, or needless premade sims. If a simmer wants, say, a Tudor England village it is possible without sandwiching individual buildings among the premade Victorian/modern/whatever backdrop that is not useable or accessible.
