I hate it. I am a builder and I complained, but I really hate it. Every time I start a new game, I have to spend a significant amount of time setting that one up. And to heck if I can't remember what lots I had there previously. Sometimes I want to build, but sometimes I want to play. And inhale that it's an empty unused space if I want to play instead of build.
I've set up a template game for new saves -- I was able to do three separate neighborhoods in Newcrest, the starter home neighborhood (the one with the smaller lots), mid-range neighborhood, then the high-priced district (including Newcrest Manor, the estate home of the Newcrests before the land was redeveloped; the last heirs of the Newcrest family are currently living there and the interior has been redone as a boarding house for single Sims too poor for their own place. B) (Actually it'll be a place for me to stash Sims I don't want to play actively but I don't want the game to cull out of existence, like some of my Sim's kids when they age up to Young Adult.)
