The purpose of Newcrest was?

I wish there had been a place for community lots in Newcrest. Sure, you can stick them in. But, when you're a perfectionist, and there's random grass between the buildings instead of a side walk, it's frustrating. Newcrest was built for houses only, and if you're like me and would prefer to leave the other neighborhoods original, it's really sad :( I guess I'm also supporting the ability to edit the world.
