I was always a little bit leery of Origin, so I'd actually installed the Sims 4 on it's own separate drive partition ( the O drive, of course). I could keep all the installers and mods in one place, and it made it really easy for keeping things up to date. I also use the partition for DA Inquisition and Mass Effect. The only annoying thing is that screenshots and your various mods go into the My Documents folder, but it's a fairly trivial process to move the screenshots every now and then.
When the time came I bought a whole new computer at the tail end of May. I threw the old O drive into the new computer (it's still an SSD so pretty snappy). Installing the Sims was a piece of cake, I just copied the folder over from the old My documents folder to the new one, ran the EA installer and pointed it at the O drive gain. Took about 20 minutes to do a bit of patching.
Spend a bit of time working out what you need to move before you get your new computer and it saves you hours when you get the new big shiny machine.
Short answer : no, you don't need to re-purchase your copy of the Sims. Once you get the EA stuff installed and sign in, it should detect what you have paid for and download as required.
