To be honest I have the opposite feeling. Changing sims from 32 to 64bit feels like they have plans to keep this game around for quite a while. If sims 4 would be nearing it's end they might not have bothered to make this change.
I'm sorry to hear so much frustration for players stuck with the legacy version. Buying a new computer just for sims 4 alone if the computer still works for everything else is unfortunately not an option for everyone.
