No - Graham made this pack. Graham makes all the stuff packs.
It would be incredibly naive to think the SP and EP teams do not communicate with each other. He's even confirmed that much with some of his past commentary about how things get chosen for Stuff packs.
Of course he communicates with the other teams - I never said he didn't. Unless he is psychic how else would he know they were not planning to make the things he makes for stuff packs. Don't go putting words into my mouth I did not say. I mean it is simple knowledge and deduction.
